Bihar Chief Minister Nitish Kumar has announced a set of major reforms in the education sector, targeting long-standing issues faced by teachers and introducing a new recruitment policy based on state domicile. Teachers who have been seeking inter-district transfers will now be allowed to choose three districts of their preference. The decision comes following multiple grievances over the existing transfer system.
According to Kumar’s official post on X, the Education Department has been directed to allow teachers facing inter-district transfer problems to select three preferred districts for posting. Within those districts, a committee of district officials will be responsible for assigning postings in specific blocks or nearby areas. Kumar urged teachers to “work diligently for the education of children in Bihar without being anxious about this matter.”
A major policy shift has also been confirmed regarding future teacher recruitment in Bihar. The state government will implement a domicile-based recruitment policy starting from the upcoming Teacher Recruitment Examination (TRE-4) in 2025. As per Kumar’s announcement, the Education Department has been instructed to make “necessary amendments to the relevant rules to give priority to the residents (DOMICILE) of Bihar in the recruitment of teachers.”
In a separate directive, Additional Chief Secretary of the Education Department, Dr. S. Siddharth, has instructed all District Magistrates and District Education Officers to resolve all pending transfer-posting complaints. Teachers with grievances must register their applications on the e-Shikshakosh portal by 31 August 2025. All actions related to transfers and postings must be completed between 1 and 10 September 2025.
The Department of Education has classified the complaints into intra-district and inter-district categories. Intra-district cases will be handled by the District Establishment Committee chaired by the District Magistrate. For inter-district transfers, the Director of Primary Education will issue orders based on recommendations from the district-level committee. All records related to postings, transfers, or deputations are to be mandatorily entered into the e-Shikshakosh portal. It was also clarified that the transfer process should not interfere with election-related duties.
